Siguro aware na kayo na dadating ang Pope sa Pilipinas lalo na po sa Visayas which is for the first time in History na mangyayari. Pero di pa nga dumadating ang Pope magulo na ang buong Leyte dahil sa mga pakingtao gawain ng atin pamahalaan.<br />

Umaaray ang mga taga Palo Leyte dahil sa road wide-dinning na marami ang mawalan ng bahay na ka-aayos lang after masalanta ng bagyo Yolanda. At tinatawag nila ito ngayon Bagyong DPWH.<br />

Marami din ang mawawasak na mga government infrastructure isa na ang Street na project ni Mayor Matin of Palo Leyte at ang Historical Library. Binibigyan ng 7days ang mga matataman ng road wide-dining kung hindi sila susunod sila ay haharap sa isang kaso", -ayon sa mga texter ng isang radio station sa Leyte<br />

"Simula sa pag tulog hanggang naging pangarap na ako ay magkaroon ng sariling bahay, nagkaroon ako pero sinira ni Super Typhoon Yolanda at ako`y tumayo sa sariing kung paa para mapaayos lang ang tahanan na pangarap ko pero sisiralin lang pala ito ulit sa mas malupit pa na bagyo ang Bagyong DPWH", texter from one radio station in Leyte.<br />

Kung Matagal ng Plano ang Road Wide-dining bakit di pinigilan ng DPWH ang mga nag tayo ng infrastructure  sa loob ng 10 meters na itinalaga ng DPWH. Pati ang Pathway sa Cathedral ng Palo ay masisira na ginastusan,pinaayos at pinaganda.<br />

Ang ibang mga biktima ng yolanda parang ayaw na nila pumunta si Pope kung ganun ang mangyayari sa kanila mawawalan ng tahanan at ililipat para maitago ang kalagayan nila sa Pope.<br />

Pati ang Historical Library sa Palo apektado na more than 200 years na itong nakatayo. Ito ay sisirain dahil daw nakapasok ito sa 10meters para sa national highway ng leyte, at ayon naman sa may ari na hindi nila ito papayagan sirain dahil may sentimental value at may-ibig sabihin kung bakit itinayo ang bahay na iyan.<br />

Naging Paaralan at Head quarters ni Gen. McArthur nung world war II ang Public Library ng Palo at ayon sa may-ari itinayo iyan wala pang Highways, Sasakyan tulad ng mga motorcycle, Jeepney at etc. gagawin nila ang lahat ng Legal Action para hindi masira ang bahay na inalagaan for century ng kanilang mga Ancestor.</div>

Kung sequestered na ang bahay na yun bakit pa sila maghahanap at ayon pa kay Mel Tiangco nag request lang daw ang mga Marcoses na sila mag alaga ng bahay kahit Sequestered na ng government natin dahil napapabayaan daw at may sentimental value ito sa mga marcoses.

Binay Drops in Presidential survey

And now finally! mission accomplished  for Sen. Trillianes and Sen. Alan Peter Cayatano. The survey showed that preference for Binay dropped 10 points, from 41 percent in June to only 31 percent in early September. He, however, continued to lead the pack of presidential aspirants for 2016.<br /><br />While the dip was consistent among all locations and classes, those in the upper classes of A, B, and C showed the greatest drop at 13 percentage points, from 36 percent in June to only 23 percent in September. Meanwhile Sec. Mar Roxas the standard-beare of Liberal Party and the successor of president Aquino increase his ratings from "Kulilat" to second places.<br />

Pre. PNOY failed to fullfill his promises to the pilipinos during SONA

It seems all President Aquino promises didn`t happened. Specially for those words during SONA that all problem that he is facing right now is only a inheritance "Pamana" from the former Administration. One of those problem that he inherits is the flood problem in Entire Luzon which can affects to the LGU economics and also the studies of the student. In just 1 heavy rain is equivalent to class suspension for all levels.<br />
<br />
Because of the floods problem he spend billions of pesos for the flood control projects and that funds is came from the illegal process with 3 letters only "DAP". According to him this billions project will help to control the volume of water that will overflow in the places affected of the heavy rain.<br />
<br />
Now  who will be blame of this tragedy the government, the society or the former administration. Because we all knew that this is our president hobby poiting others to blame if their`s a problem and save himself. I`m looking forward for his another attack to his fellow politician regarding in this flood problem.<br />
<br />
But still the Luzon is lucky this day compare during Ondoy because ondoy traverse at the center of Luzon while Mario is traverse at the edge of Luzon. Unfortunately Mario still gave a hard time to our fellow pilipino`s but the worst thing will happened in this calamity is not only the flood, losing your house or love ones but also the profiteer is also the major problem.<br />

In her press conference yesterday my blood pressure is really high i thought it was my last day in my life. Di ko sukat akalain na tudo tanggi parin tong Dinky soliman dahil ayon sa kanyang press conference ang audit ng COA ay mali at noong Nov. to Dec. paraw yun, dahil 90% ng donasyon ay naibigay na sa mga beneficiary at yun ang mga biktima ng Super Typhoon Yolanda.<br />

At nabangit din niya ang WFP which is nag taka ako kung anung WFP? kung ito ba ang World Food Program na malaki ang naitulong sa mga biktima at in fact mas malaki at nauna pa ito mag bigay ng tulong kaysa sa DSWD pero mali ako ang tinutukoy pala niya ay Work Financial Plan na programa ng DSWD.<br />

So kung Work Financial Plan palang yan ibig sabihin di pa na implement kasi "PLAN" palang tapos sasabihin niya na 90% ng mga donasyon naibigay na. Panu ka makaka implement kung nag pla-plano ka palang.<br />
<br />
Meron din ako naalala na ang WFP o World Food Program ay bumili sa DSWD ng mga relief goods para ipamigay sa mga biktima noong Nov. 9,2013 at iyon ang mga preposition relief goods para sa mga biktima ng bagyo at worth millions of dollar;"ayon sa WFP Philippines.<br />
<br />
Kung meron man natanggap ang mga biktima tiyak di umabot ng 50% ang naibigay ng DSWD kasi bininta na nila ang Relief Goods sa WFP"World Food Program" at saan niya naman nakuha ang 90% na yan bakit wala siya statistics na maipakita kung anu-anu yung pinagamitan ng 90% na iyan.<br />
<br />
Meron din siya nabangit na Cash for work para sa pag linis ng irrigation canal pero ito ay pawang kasinungalingan o kathang isip lang. Panu kaba mag lilinis ng irrigation canal kung ang mismo mga magsasaka ang nag lilinis nito kung saan hindi DSWD ang nagpapasahod sa kanila.<br />

Pati ung Family Assistance Access Card o Green Card meron din issue ayon sakin nakalap na information na kung dati per family ang mabibigyan ng mga tulong galing sa DSWD or National Government ngayon magiging per household nalang. Panu po naging Family Assistance Access Card iyan kung per household ang basihan dahil alam naman natin na ugali ng mga pilipino na sa isang bahay more than families minsan ang nakatira.<br />

Ito hamon ko kay Sec. Dinky Soliman since sabi mo na mabilis ang tulong ng DSWD bakit po ba di ka pumanta sa Leyte bisitahin mo at sabihin mo sa harap nila mismo ang mga pinagsasabi mo sa Media.<br />

VP Binay 2016 tandem is Pangilinan?

I really don`t know what VP Binay planning in 2016 election. Parang nkakalito na to hindi ko maintindihan ang daming mga speculation sa kanyang running mate for 2016 elections. Naging balita din na tatakbo siya bilang pangulo sa LP tapos naman sinabi niya na di siya lilipat ng partido at si Sen. Jinggoy ang kanyang magiging running mate sa 2016. Pero kamakailan lang sinabi naman ni VP Binay na si Business Tycoon Pangilinan naman ang gagawin niyang running mate.<br />

Parang nahahalata ko na si VP Binay dati kampanti lang siya ni halos di sinasagot ang mga tanong about sa 2016 election pero ngayon marami na lumabas na mga balita. Dahil ba ito sa ini-imbistigahan ng senado sa kanyang overprice na Parking Building sa Makati City. Alam naman natin na malaki ang effects ng issue ito sa kanyang candidacy for president in 2016.<br />

Kung sakaling mangyari to mukang matatawag ko si VP Binay na "Liar" dahil kanya trinahidor si Mayor Erap na alam natin malaki ang naitulong sa kanya noong nakaraan election. Kung wala si Mayor Erap baka natalo siya kay DILG Mar Roxas na kung saan pumangalawa sa kanya at hindi masyadong malaki ang agwat ng nakuhang buto. Dahil alam naman natin na dati pa nila ipinahayag na Binay-Estrada sa 2016 at ngayon biglang nagbago.<br />

It`s been 10 months already after super typhoon yolanda(haiyan) landfall in leyte pero ang donation para sa mga biktima ay hindi pa maramdaman. Nung una nag request ng P40,000 ang People Surge para sa Financial Assistance sa mga yolanda victim pero hindi pumayag ang National Govenment at tinawag pa ang mga member ng People Surge na bayaran ng mga Romauldez. Tapos tinawag pa ng isang komedyante ang mga Waray-waray na mga mahihirap. Siguro naman walang masama ang pag hingi ng cash assistance ang mga yolanda victim dahil di naman nila hinihingi yun kung ang pera ay hindi para sa kanila.<br />

At muka`ng ayaw tumulong ng pamahalan kasi isa na diyan ang OCD(Office of Civil Defense) isa sa mga requirement para ka mabigyan ng cash assistance worth P5,000 para sa mga nasugatan ay ang medical certificate na magpapatunay na malala ang sugat mo at kailangan mo manatili sa hospital ng tatlo araw o higit pa. Para bilang ganti wag niyo iboto ang mga SAKIM at walang ibang inisip kungdi ang sarili nila. Another slay rape victim in our contry

Our rape cases is rapidly increasing but what our law enforcement doing? I guest the Death Penalty should be back now. This is the result of negligence of our government if they are doing their job right and with pride i guess this won`t happened for at least 70%.<br />

 Base on my data most of the rape cases 80% of the victim is get killed  and 70% is bellow 14-0yo. But how can they do such a terrible thing are they not afraid of god?. What they are doing is not a human behavior  and i`m pretty sure that the drugs is also involved in this crime they can`t do a such thing without the power of Drugs.<br />

This is the chance for DILG Sec. Mar Roxas to Boost up his reputation if he wanted to become the president of the Philippines he should eliminate this kind of crime for at least 50%. But the drugs syndicate should be his priority because all of this the involvement of drugs is 50%. Capture Drug lord, Drug Dealer and Drug Supplier as much as he can.<br />

Reconstruction of DZR Airport in Tacloban City is Economic Sabotage?

6 months repair of DZR Airport is too long for 2,138m and 7,014ft. Sa tagal ba naman ng 6 months na yan sigurado marami ang ma-aapektuhan. Unang una na diyan ang economic growth ng Region 8 for sure di lang yan baba ng 10%. After how many Months na nag Landfall si Super Typhoon Yolanda sa Leyte bakit ngayon lang napag isipan ang repair na yan?. Dahil ba pupunta ang Santo Papa sa Pilipinas Next Year?, or dahil gusto niyo ilipat ang DZR Airport sa Palo Leyte. Kasi sa pag kaka-alam ko gusto ilipat ng Petilla`s Clan ang Airport sa Palo Leyte o di kaya sa Sta. Fe Leye at bakit naman po ililipat ang airport another waste of money na naman yan kung sakaling matuloy. Case to those Corrupt Government Official

Their are two types of cases that possible to file if you are a corrupt government official first is Plunder second is Malversation of public funds. Now lets define the meaning of those two cases.<br />
<br />
<b>Plunder</b> <i>(Non-bailable)</i> - The most discussed law these days is Republic Act 7080 otherwise known as the law on plunder.  Seen as a deterrent to prevent public officials from stealing money from the government, the plunder law was passed in 1991 with  the most significant signatory being one Senator Joseph Estrada. In this edition of the Law Professor, we shall now examine the intricacies of the Plunder Law.<br />
<br />
What is plunder and how is it committed?  According to Section 2 of RA 7080, plunder is committed when a public officer who, by himself or in connivance with members of his family, relatives by affinity or consanguinity, business associates, subordinates or other persons, amasses, accumulates or acquires ill-gotten wealth through a combination or series of overt or criminal acts as described in Section 1 (d) of RA 7080 in the aggregate amount or total value of at least Fifty million pesos (P50,000,000.00). In addition, any person who participated with the said public officer in the  commission of plunder shall likewise be punished.<br />

<b>Marversation of public funds</b> <i>(bailable) </i>- Final point on the crime of malversation: Although the crime of intentional malversation includes malversation committed through negligence, or {rather than neglect of duties}, the crime of technical malversation is not necessarily included in the crime of simple malversation. So if a public officer was charged for simple malversation under Article 217 of the Code, but during the trial, the evidence shows that the missing fund or property was applied to public use, and the crime therefore would be technical malversation, the trial court should then suspend the proceedings, and require the prosecutor to file the proper information for technical malversation. Otherwise, if the trial court will proceed and then render judgment against the accused for technical malversation, the judgment is null and void. The constitutional right of the accused to be informed of the nature and cause of the accusation against him will be violated. This is so because the evidence required for conviction in simple malversation is materially different from the evidence required in technical malversation.<br />

WTF 1Billion DAP goes to 1 Senator Only?

Wow! huge amount of money in one person only. This is really DAP works?, now i know why Drilon is the biggest senator in the Philippines its because he get a huge amount of money. If the allegation is true where did he spend that amount of money?, and during the impeachment of SC Corona he received 100million DAP. The implementing of DAP their is a NEPOTISM maybe that`s the reason why DAP is worst than PDAF. But unfortunately he denied it just like the other allegation against to him.<br />

Because of what happened i`m very sure that the MORALE of our Philippine Army has been increase not only in our country but to entire world. They really deserve a heroes welcome in our country. Even they have a family waiting here in the Philippines they still choose to fight instead of giving up their weapons.<br />

Kung hindi lang malala ang corruption sa pinas i think mas magaling yung mga Sundalo natin in terms of endurance, intelligent, physically, mentally and experience in actual battle. Kaya ko nasabi na mas magaling ang mga sundalo natin kasi despite sa kakulangan ng gamit at kulang ang suntinto sa mga militar tapos halos lahat pa ng gamit ay 2nd hand di sila basta basta`ng sumusuko. This building is worth millions of pesos but why still totally destroyed just like a shanty house. This is not reported in the national tv because its normal to see a building like this in leyte. This building built by Petilla`s Clan to match the Tacloban Convention Center. The`re many substandard building that built by the politician here in the Philippines and Leyte Convention Center is one of those thousands substandard projects. Cojuangco nephews. The sale resulted in a loss of USD 300-million plus 
for the Filipino people. The Philippine government, through the 
Government Service Insurance System (GSIS), owned the shares. And worse,
 her nephews did not even have the money to pay for the airline stocks. 
They borrowed the money that they used to pay the GSIS from three 
Philippine government-owned banks, even using the PAL stocks as 
collateral. “The PAL Scandal,” where Cory authorized in 1992 the sale of the PAL 
Building in San Francisco, California. It resulted, according to the 
column of the late journalist Louie Beltran, into a USD 6-million loss 
to the national airline. Cory did not charge Mr. Beltran with libel on 
this issue about the PAL Building. She, however, did file a libel case 
against Mr. Beltran and his publisher, Maximo V. Soliven on a separate 
issue, when Beltran wrote that Mrs. Aquino “hid under her bed during a 
coup d’etat attempt at the presidential palace in Manila”. And the assets of the Marcoses, the Romualdezes and their cronies were 
supposed to have been sequestered by the new Aquino administration, but 
Kokoy Romualdez’s (Ferdinand Marcos Sr.’s brother in law) 38 companies, 
which were worth billions of pesos, were not turned over to the 
Presidential Commission on Good Government. Cory instead during her 
first months in office, permitted the transfer of these 38 companies to 
her own brother-in-law, Ricardo “Baby” Lopa. What’s worst, was the fact 
that all 38 companies were bought back by Lopa during the transfer for 
the price of only USD 227,000. The same case happened with the ownership of the Philippine Long 
Distance Company. Instead of sequestering the company for the Philippine
 government (as it was then controlled by the Marcos cronies), she 
returned the billion-dollar company to her Cojuangco nephews. She 
claimed that her nephews were illegally eased out by Mr. Marcos. The 
truth was that the Marcos cronies, whether their money were ill-gotten 
or not, paid the Cojuangcos the prevailing market-stock prices during 
the sale of equity that happened between them at the time when Marcos 
was still president.<br />

The scuttled deal between Chinese firm Zhong Xing Telecommunication Equipment Co., Ltd., or ZTE and the Arroyo administration, is an allegedly overpriced deal that was supposed to establish a nationwide telecommunications network such as broadband Internet services, video conferencing, landline, mobile phone calls and e-mail requirements for all government agencies from the national to the local level. <br />

Arroyo, her husband Jose Miguel Arroyo and close political allies reportedly received millions of dollars worth of bribes from the Chinese firm, according to witnesses who testified before Senate hearings. <br />

<b>What is People Initiative? - </b>is one of the modes provided by the 1987 <a href="http://en.wikipedia.org/wiki/Constitution_of_the_Philippines">Constitution of the Philippines</a> for <a href="http://en.wikipedia.org/wiki/Constitutional_amendment">constitutional amendment</a>. The other two modes are via a <a href="http://en.wikipedia.org/wiki/Constituent_Assembly_(Philippines)">Constituent Assembly</a> (or "Con-Ass") and a <a href="http://en.wikipedia.org/wiki/Constitutional_Convention_(Philippines)">Constitutional Convention</a> (or "Con-Con"), both of which also allow revisions. People's Initiative (PI) can also refer to the act allowed by the <a href="http://en.wikipedia.org/wiki/Right">right</a> of the <a href="http://en.wikipedia.org/wiki/Filipino_people">Filipino people</a> to <a href="http://en.wikipedia.org/wiki/Direct_democracy">directly</a> <a href="http://en.wikipedia.org/wiki/Initiative">initiate</a> <a href="http://en.wikipedia.org/wiki/Statutes">statutes</a> as well as call for <a href="http://en.wikipedia.org/wiki/Referenda">referenda</a> on both the <a href="http://en.wikipedia.org/wiki/Central_government">national</a> and <a href="http://en.wikipedia.org/wiki/Local_government">local government</a> level. <br />

Under Article XVII, Sec.2 of the Constitution,<br />

“Amendments to this Constitution may likewise be directly proposed by the people through initiative upon a petition of at least twelve per centum of the total number of registered voters, of which every legislative district must be represented by at least three per centum of the registered votes therein. No amendment under this section shall be authorized within five years following the ratification of this Constitution nor oftener than once every five years thereafter.<br />
<br />
“The Congress shall provide for the implementation of the exercise of this right.”<br />
<br />
The process of <a href="http://en.wikipedia.org/wiki/Constitutional_reform_in_the_Philippines">amending the 1987 constitution of the Philippines</a> is popularly known to many Filipinos as <a href="http://en.wikipedia.org/wiki/Charter_Change">Charter Change</a>. Any proposed amendment or revision to the 1987 Constitution shall only be valid when ratified by the majority of Filipinos in a plebiscite.<br />
<br />
An <a href="http://en.wikipedia.org/wiki/Enabling_act">enabling law</a> for the Article XVII, Section 2 Philippine Constitutional provision, called the Initiative and Referendum Act (authored in 1987 by senators <a href="http://en.wikipedia.org/wiki/Raul_Roco">Raul Roco</a> and <a href="http://en.wikipedia.org/wiki/Neptali_Gonzales">Neptali Gonzales</a>), was passed by the <a href="http://en.wikipedia.org/wiki/Eighth_Congress_of_the_Philippines">Eighth Congress of the Philippines</a> in 1989. The law provides for the implementation of the exercise of the people's right to initiate a <a href="http://en.wikipedia.org/wiki/Petition">petition</a> to amend the Constitution, with the Election Registrar of the <a href="http://en.wikipedia.org/wiki/Commission_on_Elections_(Philippines)">Commission on Elections</a> tasked under this law with the verification of the petition signatures' being by at least twelve per centum of the total number of registered voters in the state.<br />
<br />
In short, it is the power of the people to propose amendments to the Constitution, or to propose and enact legislation's through an election called for the purpose<br />
<br />
<b>Will you sign this P.I</b><b><i>(People Initiative)</i>? - </b>Yes!, i will sign the People Initiative. This is the best way to avoid corruption and to prevent the lump sum founds. For example they cannot release a budget without a proposed project not just like this day.. One of those is the Budget in Bataan which is they already have a estimated costs without a proposed project.<br />

<b>How the People Initiative will pass? - </b>It needs 6 million signature of registered voters every district must have at least 3%. And after they reach 6 millions signature they will forward it to the comelic for signature verification.<br />

<b>Requirements:</b><br />
-There must be a written petition<br />
-The petition must have at least 12% of the total number of registered voters as signatories<br />
-Of the 12% total registered voters, at least every district must be represented by 3% of the registered voters therein<br />
<br />
<b><i>If you are really supporting the P.I (People Initiative) you should put your signature the same in your voter registration. If your signature didn`t match your vote will be invalid.</i></b></div>

PDAF and DAP has a similarities, like PORK they are both PORK and source of corruption but DAP is worst than PDAF. Because PDAF has a limitation of allocation budget, for example Congressman can allocate PDAF P70 million every year with P30 million for the "soft" project and P40 million for the the "hard" project while the Senators can allocate PDAF P200 million every year with P100 million for "soft" project and another P100 million for "hard" project. But the DAP is different to PDAF because DAP is "Illegal" while PDAF is "Legal" and DAP has no limitation of budget founds, for example if you are close or allies to the administration you will received higher amount like Senate President Drillon received P100 million DAP founds and Sen. Chiz received P99 million while the other Senator like Sen. Jinggoy, Sen. Bong Revilla and others Senator received P50 million but the 3 Senator didn`t received any amount of DAP Sen. Mirriam, Sen. Marcos and Sen. Arroyo.<br />
<br />
<b>How PDAF works?</b> - very simple the legislators submit their list of pork-funded projects to the Department of Budget and Management for processing. Once the DBM approves the projects, the agency issues a special allotment release order (SARO).<br />
<br />
<b>What is SARO? - </b>or Special Allotment Release Order is a document issued by the Department of Budget and Management (DBM). It triggers the release of funds for lump-sum items such as the Priority Development Assistance Fund (PDAF) or pork.<br />
<br />
<b>What is the use of PDAF?</b> - is a <a href="http://en.wikipedia.org/wiki/Discretionary_spending">discretionary fund</a> in the <a href="http://en.wikipedia.org/wiki/Philippines">Philippines</a> available to members of <a href="http://en.wikipedia.org/wiki/Congress_of_the_Philippines">Congress</a>. Originally established as the Countrywide Development Fund (CDF) in 1990, it is designed to allow legislators to fund small-scale infrastructure or community projects which fell outside the scope of the national infrastructure program, which was often restricted to large infrastructure items.<br />
<br />
<b>Legislators can pick from the following projects:</b><br />
<ul style="text-align: left;">
<li>Education – e.g. scholarships</li>
<li>Health – e.g. financial assistance to indigent patients, purchase of medical equipment</li>
<li>Livelihood/ social services</li>
<li>Rural electrification</li>
<li>Water supply – e.g. construction of water system, installation of pipes/pumps/tanks</li>
<li>Financial assistance – for specific programs and projects of LGUs</li>
<li>Public works – e.g. roads, bridges, flood control, school buildings, hospitals, health facilities,</li>
<li>public markets, multi-purpose buildings and pavements</li>
<li>Irrigation</li>
<li>Peace and order – purchase of firetrucks and firefighting equipment, patrol vehicles, prisoners’</li>
<li>vans, multicabs, police patrol equipment, construction/repair of fire stations, police stations, jails</li>
<li>Housing</li>
<li>Forest management</li>
<li>Arts and culture</li>
</ul>
<b>What is DAP?</b> - The Aquino Administration introduced the Disbursement Acceleration Program (DAP) as a reform intervention to speed-up public spending and to boost economic growth. It is not a fund, but a mechanism to support high-impact and priority programs and projects using savings and unprogrammed funds. DAP also enabled the government to introduce greater speed, efficiency, and effectiveness in budget execution.<br />

<b>How DAP works? -</b> The DAP tapped the power of the president over a) the use of savings to augment deficient programs and projects; and b) the use of unprogrammed funds.<br />
<br />
Savings are available portions or balances of items under the General Appropriations Act (GAA) which result from: a) the completion or final discontinuance or abandonment of a program, activity, or project; b) unpaid compensation for vacant or unfilled positions and leaves of absence without pay; or c) the implementation of efficiency measures that enable agencies to deliver services at lower cost. Such savings may then be used to augment funds for programs, activities, or projects which are included in the GAA (i.e. nonexistent budget items cannot be funded).<br />
<br />
Unprogrammed funds are standby appropriations which are authorized by Congress in the annual GAA, and which may only be used when a) revenue collections exceed revenue targets; b) new revenues are collected from sources not included in the program; or c) newly-approved loans for foreign-assisted projects are secured. Such funds can be used for new programs, activities, or projects as long as these are consistent with the purposes listed in the GAA for the use of unprogrammed funds.<br />
<br />
Previous administrations had used these authorities in the past to address urgencies they faced. Moreover, the Aquino Administration sharpened the application of such powers by prioritizing funding for programs and projects which are a) fast-moving or quick disbursing; b) urgent or priority in terms of social and economic development objectives; and c) performing well and could deliver more services with additional funds.</div>

<b>Why DAP is worst compare to PDAF? </b>- because DAP is the <i>unlimited funds </i>compare to PDAF. With selective beneficiary and threat to the opposition and the balance of power will be lost. Your Loyalty to the administration is equivalent to DAP funds, if you opposed to the administration is equivalent to P0 DAP funds.</div>
