Nung una nag request ng P40,000 ang People Surge para sa Financial Assistance sa mga yolanda victim pero hindi pumayag ang National Govenment at tinawag pa ang mga member ng People Surge na bayaran ng mga Romauldez. Tapos tinawag pa ng isang komedyante ang mga Waray-waray na mga mahihirap. Siguro naman walang masama ang pag hingi ng cash assistance ang mga yolanda victim dahil di naman nila hinihingi yun kung ang pera ay hindi para sa kanila.<br />

At muka`ng ayaw tumulong ng pamahalan kasi isa na diyan ang OCD(Office of Civil Defense) isa sa mga requirement para ka mabigyan ng cash assistance worth P5,000 para sa mga nasugatan ay ang medical certificate na magpapatunay na malala ang sugat mo at kailangan mo manatili sa hospital ng tatlo araw o higit pa. <span style="font-family: Verdana, sans-serif; font-size: x-small;">Estrada was elected President in 1998 with a wide margin of votes separating him from the other challengers, and was sworn into the presidency on June 30, 1998. In 2000 he declared an "all-out-war" against the <a href="http://en.wikipedia.org/wiki/Moro_Islamic_Liberation_Front">Moro Islamic Liberation Front</a> and captured its headquarters and other camps. However, allegations of <a href="http://en.wikipedia.org/wiki/Corruption">corruption</a> spawned an <a href="http://en.wikipedia.org/wiki/Impeachment">impeachment</a> trial in the Senate, and in 2001 Estrada was ousted by "People Power 2" after the prosecution walked out of the impeachment court when the Senator-Judges voted "no" in the opening of the second envelope. The <a href="http://en.wikipedia.org/wiki/EDSA_2">EDSA 2</a> protests resulted from the concerted efforts of political, business, military, and church elites who were displeased by Estrada's policies that included removal of sovereign guarantees on government contracts. In October 2000, the Daily Tribune reported about elite plans to "'constitutionally' oust President Estrada under 'Oplan Excelsis." Emil Jurado of the Manila Standard reported as early as 1999 about a PR demolition work designed to embarrass Estrada "by attributing to his administration all sorts of perceived faults and scams with the end in view of covering up anomalies and scams also committed during the Ramos administration." Former First Gentleman Mike Arroyo also admitted in an interview with Nick Joaquin that he and then-Ilocos Sur Gov. Chavit Singson and certain military officials plotted plans to oust Estrada in January 2001, with the alternative "plan B" being violent "with orders to shoot. And not only in Metro Manila."<br />

<span style="font-family: Verdana, sans-serif; font-size: x-small;">The last quarter of 2000 up to the first week of January 2001 was a period of political and economic uncertainty for the Philippines. On January 16, 2001, the impeachment trial has also taken a new direction. Private prosecutors walked out of the trial when pro-Estrada senators prevented the opening of an evidence (a brown envelope) containing bank records allegedly owned by President Estrada. With the walk out, the impeachment trial was not completed and the Filipinos eventually took to the street to continue the clamor for President Estrada's resignation. From January 17 to 20, 2001, <a href="http://en.wikipedia.org/wiki/2001_EDSA_Revolution">hundreds of thousands</a> of Filipinos gathered at <a href="http://en.wikipedia.org/wiki/Epifanio_de_los_Santos_Avenue">Epifanio de los Santos Avenue</a> (<a href="http://en.wikipedia.org/wiki/EDSA_(road)">EDSA</a>), the site of the original <a href="http://en.wikipedia.org/wiki/People_Power_Revolution">People Power Revolution</a>. The clamor for a change in the presidency gained momentum as various sectors of Philippine society – professionals, students, artists, politicians, leftist and rightist groups – joined what became known as EDSA II. Officials of the administration, the<a href="http://en.wikipedia.org/wiki/Armed_Forces_of_the_Philippines">Armed Forces of the Philippines</a> (AFP), and the <a href="http://en.wikipedia.org/wiki/Philippine_National_Police">Philippine National Police</a> (PNP) also withdrew their support for President Estrada.<br />

Days after leaving <a href="http://en.wikipedia.org/wiki/Malaca%C3%B1ang_Palace">Malacañang Palace</a>, President Estrada's lawyers questioned the legitimacy of Arroyo's presidency before the Supreme Court. He reiterated that he did not resign as president and that at most, Arroyo was just serving in an acting capacity. The high court, however, voted unanimously in upholding the legitimacy of Arroyo's succession. As a consequence, Estrada no longer enjoys immunity from charges being filed against him.<br />

In the last week of April 2001, the Sandiganbayan ordered the arrest of Estrada and his son, Senator <a href="http://en.wikipedia.org/wiki/Jinggoy_Estrada">Jinggoy Estrada</a>, for plunder charges. A few days later, Estrada supporters protested his arrest, gathered at the EDSA Shrine, and staged what they called, <a href="http://en.wikipedia.org/wiki/EDSA_III">EDSA III</a> – comparing their actions to the People Power revolution of 1986 and January 2001.<br />

Thousands of protesters demanded the release of Estrada. Eventually, they also called for the ouster of Arroyo and the reinstatement of the former. On May 1, 2001, they marched towards Malacañang to force Arroyo to give in to their demands. Violence erupted when the protesters attempted to storm the presidential palace and the military and police were forced to use their arms to drive them back. Arroyo declared a state of rebellion because of the violence and prominent political personalities affiliated with Estrada were charged and arrested. The so-called EDSA III was the first serious political challenge to the Arroyo presidency.<br />

Arroyo, who earned a master's degree and doctorate in economics, made the <a href="http://en.wikipedia.org/wiki/Economy_of_the_Philippines">Philippine economy</a> the focus of her presidency. Annual economic growth in the Philippines averaged 4.5% during the Arroyo administration, expanding every quarter of her presidency. This is higher than in the administrations of her three immediate predecessors, <a href="http://en.wikipedia.org/wiki/Corazon_Aquino">Corazon Aquino</a>(3.8%), <a href="http://en.wikipedia.org/wiki/Fidel_Ramos">Fidel Ramos</a> (3.7%), and <a href="http://en.wikipedia.org/wiki/Joseph_Estrada">Joseph Estrada</a> (3.7%). The Philippine economy grew at its fastest pace in three decades in 2007, with real GDP growth exceeding 7%. The economy was one of the few to avoid contraction during the <a href="http://en.wikipedia.org/wiki/Financial_crisis_(2007%E2%80%93present)">2008 global financial crisis</a>, faring better than its regional peers due to minimal exposure to troubled international securities, lower dependence on exports, relatively resilient domestic consumption, large remittances from four-to five-million overseas Filipino workers, and a growing business process outsourcing industry. Arroyo's handling of the economy has earned praise from former US President <a href="http://en.wikipedia.org/wiki/Bill_Clinton">Bill Clinton</a>, who cited her "tough decisions" that put the Philippine economy back in shape. Despite this growth, the poverty rate remained stagnant due to a high population growth rate and uneven distribution of income.<br />

MANILA, Philippines–The Commission on Audit (COA) has found something sour in the P230-million fund from the Disbursement Acceleration Program (DAP) meant for a milk feeding program that had 52 proponents, including Speaker Feliciano Belmonte Jr., lawmakers from the Makabayan bloc and an NGO associated with a sister of President Aquino.<br />
<br />
The milk feeding program was meant to provide 200-milliliter packs of milk to pregnant women, senior citizens and children in day care, pre-school and Grade 1 “pre-identified by the legislators and the ADF for a period of 120 days except for certain legislators who specifically indicated the number of feeding periods in their areas.”<br />
<br />
The ADF is the Assisi Development Foundation led by former Ambassador Howard Q. Dee as chair and Victoria Elisa “Viel” Aquino Dee.<br />
<br />
In its annual audit report on the National Dairy Authority (NDA), the COA cited dubious signatures, faulty monitoring systems, conflicts of interest in the procurement of milk and the failure of the program to live up to the DAP’s goal to be an economic stimulus.<br />
<br />
The NDA is an attached agency of the Department of Agriculture.<br />
<br />
The COA noted the P229.636-million milk feeding program did not contribute to the DAP’s goal of stimulating the economy because only 73 percent or P167.44 million was disbursed in September 2012 to the first and second batches of lawmakers.<br />
<br />
No fund releases were made to the third and fourth batches of lawmakers while the fifth batch was allocated funds outside of the special allocation release order (Saro) and notice of cash allocation (NCA).<br />
<br />
Of the DAP funds channeled to the NDA only half, or P87 million, was spent for 33 projects.<br />
<br />
The COA said that of the 56 projects proposed by 51 legislators, only 28 projects worth P82.165 million were completed; 10 projects worth P30.701 million were ongoing; nine projects worth P30.058 million had yet to be started; three projects worth P10.5 million were not yet obligated; and the remaining six projects worth P21.7 million had no notices of cash allocation yet.<br />

“The ADF’s Hapag-Asa Nutrition Program was not yet started though funds of P2.770 million were already obligated,” COA said.<br />
<br />
The ADF still had P51.648 million from its allocation, which was supposed to have been deployed to milk feeding programs in Regions IV-B, V, VI, VIII, IX, X, XII, XIII and the Autonomous Region in  Muslim Mindanao.<br />
<br />
Budget Secretary Florencio Abad did not reply to the Inquirer’s query as to why the ADF was chosen to be a recipient of the DAP project.<br />
<br />
The Department of Budget and Management (DBM) issued a Saro and NCA on Dec. 22, 2011, (or 11 days after the House of Representatives impeached then Chief Justice Renato Corona) for the release of P229.636 million for the implementation of 57 milk feeding programs of the 52 proponents and the ADF.<br />
<br />
The lawmakers were endorsed by Speaker Belmonte while the ADF’s Hapag-Asa Nutrition program was endorsed by Abad.<br />
<br />
Abad defended his endorsement of the ADF. “They’re a legitimate NGO doing relief and rehab work in Mindanao and calamity-devastated areas. You should examine their track record,” he said in a text message.<br />
<br />
In its reply to the COA, the NDA, led by Administrator Grace J. Senas, blamed the sluggish pace of the milk feeding program on “the non-readiness of some legislators; withdrawal of intent to pursue the projects by the legislators in the 2nd district of Marikina City, 2nd districts of Lanao del Sur and Manila; and the absence of advisories from other legislators.”<br />
<br />
The NDA explained that it had intended to fast-track the project by releasing the funds on a first-come first-served basis, which explained why the DBM issued a blanket authority to avail itself of funds for the lawmakers who were ready but were in the latter batches.<br />
<br />
Questionable signatures<br />
<br />
The COA has recommended that the NDA return all unused DAP funds to the Bureau of Treasury in compliance with the Supreme Court decision last month declaring the DAP unconstitutional.<br />
<br />
In its findings, the COA said there was “no assurance” that  6.7 million packs worth P87.002 million procured by 31 legislators would be “completely delivered” to 104,575 beneficiaries “due to questionable signatures affixed to the documents and incomplete documents (delivery and acceptance receipts, sales invoice and distribution lists) supporting the transactions.”<br />
<br />
“Further scrutiny of the supporting documents showed that the following factors cast doubt as to the completeness of the deliveries made and distribution to beneficiaries: questionable signatures affixed to the supporting documents; incomplete documentation to disbursements totaling P27.045 million; possible conflict of interest between the proponent legislator and the supplier; and existence of pecuniary interest on the part of the NDA milk feeding coordinator, who also represented the supplier of milk packs,” COA said.<br />
<br />
The agency said that “signatures of the legislators’ representatives on the supporting documents appeared to be different when compared with their signatures affixed to the certification issued by the concerned legislators that they are the latter’s authorized representatives.”<br />
<br />
The COA also found out that the persons receiving the goods were not the authorized representatives of the legislators.</div>

MANILA, Philippines–This early, the sisters of President Aquino have cast their lot with Vice President Jejomar Binay, the first among presidential aspirants who has declared that he will run for the highest post in the land in 2016.<br />
Acknowledging the gesture, Binay thanked the Aquino sisters, saying the ties between their families “transcended politics.”<br />
TV host and actress Kris Aquino declared her and her three sisters’ support for Binay as a potential successor of the President on her program with cohost Boy Abunda on Tuesday night.<br />
Kris was reacting to Binay’s statement that the ruling Liberal Party (LP) could adopt the Vice President as its standard-bearer in the coming presidential election.<br />
“My sisters and I have been talking about it [LP adopting Binay], and we say that if this can bring about unity as … we’re not enemies… and if he continues what Noy has started, why not?” the youngest of the Aquino siblings said in Filipino.<br />
Interior Secretary Mar Roxas, Aquino’s running mate in 2010, is the LP presumptive presidential candidate in 2016.<br />
A statement issued by Binay quoted Ballsy Aquino-Cruz’s interview in a news program on Wednesday night in which she also declared her support for the Vice President.<br />
In the interview, Ballsy said she wanted peace and was “grateful” to people who may be outside the administration party but were “thinking of ways to improve our country to improve the lives of the people.”<br />
Binay, a human rights lawyer during the Marcos regime, belongs to the United Nationalist Alliance (UNA), a group he formed with former President Joseph Estrada and Sen. Juan Ponce Enrile a few months before the 2013 midterm elections.<br />
The eldest of the Aquino children, Ballsy said Binay was among those who fought the Marcos dictatorship that was why their families experienced difficult times together.<br />
“That’s why I’m happy that he felt that way. If he wants to continue what Noy has started, the better,” Ballsy said in Filipino in her interview on TV Patrol.<br />

Binay is a known staunch ally of the late President Corazon Aquino.<br />
In his fifth State of the Nation Address on July 28, Aquino noted that he and Binay were together during the worst military coup attempt in 1989 against his mother where he was also seriously wounded.<br />
Binay, then mayor of Makati City, earned the moniker “Rambotito” (small Rambo) for brandishing an Uzi submachine gun, ready to defend Cory Aquino against rebel soldiers.<br />
Estrada, now Manila mayor, said that Binay had assured him that he would reject any offer to be the LP guest candidate in 2016.<br />
“I told him (Binay) that there is no need for him to accept any invitation from the LP because he is already way ahead in the surveys. He (Binay) told me that all this talk of being invited by LP was just speculation,” Estrada said. “The media just got its news late.”<br />

Asked if he was interested in replacing Binay as UNA’s standard-bearer, Estrada replied: “I’m not saying that.”<br />
But Estrada told the Inquirer that Binay himself had recognized that he was the main stumbling block to the latter’s dream to be the next President.<br />
“I am the only candidate he (Binay) is afraid of,” the Manila mayor said. Binay and Estrada are banking on the support of the same base of Class C, D and E voters.<br />
His son, Sen. Jinggoy Estrada, was supposed to be Binay’s running mate in 2016 but the senator has been detained on plunder and graft charges in connection with the P10-billion pork barrel scam.<br />
Binay fueled speculations of an alliance with the LP when he volunteered “raw information” that he received that an LP faction was considering to adopt him as guest candidate in the 2016 elections.<br />
The LP’s presumptive candidate, Roxas, has lagged behind Binay in surveys and has reportedly been given up to the end of this year to boost his ratings and prove he has a chance to win in 2016.<br />
Roxas, who lost narrowly to Binay in 2010, is now rumored as the running mate of Aquino should his LP allies succeed in getting Congress to amend the Constitution and allow the President to run for a second term.<br />
Under Section 4, Article VII of the 1987 Constitution, a President is limited to only one six-year term.<br />

Mula ng sakupin tayo ng U.S, naka-tatlong Saligang Batas na ang Pilipinas. Ang kasalukuyan, ang Konstitusyon ng 1987, ay may ilang probisyon na impluwensyado ng kilusang kontra-Marcos na nagluklok sa gobyerno ni Cory Aquino. Subalit ang mga probisyon na ito, tulad ng paglagay ng limitasyon sa pag-aari ng dayuhan sa ating pambansang patrimonya, at pagbawal sa dayuhang sundalo, ay kadalasan rin namang nilalabag o nilulusutan ng mismong gobyerno.<br />

Pero hindi kuntento ang naghaharing uri na halos hindi ipatupad ang mga relatibong progresibong mga probisyon ng Saligang Batas. Lagi sila nagsusumikap na isulong ang pag-amyenda ng Konstitusyon at gawing ligal ang pinaka-masahol na mga porma ng pananamantala ng dayuhan at iilan sa mamamayang Pilipino.<br />

Sa ilalim ng administrasyong Ramos na kasunod lamang ng administrasyon ni Cory Aquino, tinangkang magkaroon ng Charter Change sa pamamagitan ng ‘PIRMA’. Sa ilalim naman ng administrasyong Estrada ipinangalan itong ‘ConCord’. Muli itong binuhay sa ilalim ni Gloria Arroyo na may pangalang ‘People’s Initiative’.<br />

Pagbenta sa Pambansang Patrimonya, Pagtindi ng Kahirapan<br />
<br />
Pangunahing layunin ng ChaCha ang walang habas na pagbenta ng ating ekonomiya, likas yaman, at pambansang patrimonya sa mga dayuhan. Ito ang mga probisyon na laman ng House Resolution #1 na ipinasa ni Speaker Belmonte. Ilan sa pahihintulutan ang mga sumusunod:<br />
<br />
- Pag-aari ng mga dayuhan ng lupa at likas-yaman natin<br />
- 100% pag-aari ng dayuhan sa mga lokal na kumpanya<br />
- Pag-aari ng dayuhan sa mga public utilities tulad ng tubig at kuryente<br />
- Pag-aari ng dayuhan sa mga paaralan, mass media, advertising, atbp.<br />
<br />
Magiging ‘skwater sa sariling bayan’ ang maraming Pilipino kapag bumuhos ang mga dayuhang mamimili ng lupa. Titindi ang land grabbing, lalo na laban sa mga magsasaka at sa mga katutubo na kadalasan ay nakatira sa mga ancestral lands na may mineral deposits. Mas lalala ang land use conversion na pipinsala sa food security ng Pilipinas. Titindi ang pag-wasak sa kalikasan ng mga dayuhang mining, logging, at agricultural corporations.<br />
<br />
Tuluyang malulugi ang mga lokal na industriya at mga empresa at kumpanya ng mga pambansang burgesya sa pagpasok ng mga dayuhang kapitalista. Marami ang mawawalan ng trabaho. Mas matindi ang pananamantala sa mga trabahong ipapalit na mula sa mga dayuhan.<br />
<br />
Hihigpit ang kontrol ng mga dayuhan sa ating ekonomiya. Ang nararanasan natin sa industriya ng langis kung saan di tayo makapalag sa linggo-linggong oil price hike, na dulot ng monopolyo-kontrol ng dayuhan, ay mararanasan rin natin sa tubig, kuryente, atbp.<br />
<br />
Katakot-takot rin ang magiging epekto ng dayuhang pag-aari sa mga paaralan. Sasahol ang komersyalisadong katangian ng sistema ng edukasyon, tulad ng pagtataas ng matrikula. Kasama ang dayuhang kontrol sa mass media at advertising, magiging mas matindi ang kontrol nila sa ating kultura at sa paghuhubog sa isipan ng mamamayan.<br />
<br />
Bagama’t ito ang primaryang mga gustong baguhin sa Saligang Batas at nilalaman ng House Resolution #1, sa kasaysayan ng mga panukala para magkaroon ng ChaCha makikita na laging magsasama ng iba pang mga klaseng probisyon para sa iba’t-iba pang interes ng mga naghaharing uri.<br />
<br />
Pagbabalik sa Batas Militar<br />
<br />
Maaari rin alisin sa ChaCha ang mga limitasyon sa kapangyarihan ng Pangulo sa pagdeklara ng Batas Militar, isa sa mga pinaka-malaking pagkakaiba ng Konstitusyon ng 1987 sa mga nakaraang Saligang Batas.<br />
<br />
Sa kasalukuyan, may kapangyarihan ang Korte Suprema, Senado, at Kongreso para bawiin o ibasura ang kahit anong deklarasyon ng Batas Militar. Isa ito sa mga maaaring tanggalin sa ChaCha. Maaari rin gawing mas madali ang pag-suspende sa ‘writ of habeas corpus’, o ang pagbabawal sa warrantless arrests, sa pamamagitan ng pagpapalawak ng saklaw nito (ngayon ay limitado lamang siya sa mga kinasuhan ng krimen ng rebelyon) o palabnawin ang mga batayan para mag-suspende (ngayon ay limitado lamang sa aktwal na invasion o rebellion).<br />
<br />
Malaking posibilidad rin sa ChaCha ang gawing ligal ang mga batas na tinututulan ng mamamayan dahil sa matinding pag-tapak nito sa ating mga karapatan, tulad ng Cybercrime Law.<br />
<br />
Pagyurak sa Kalayaan, Pagbalik ng tropa ng Amerika<br />
<br />
Tuluyan ng gagawing ligal ang panghihimasok ng mga sundalong Amerikano at iba pang dayuhang militar para pahigpitin ang kontrol nila sa ating bayan.<br />
<br />
Maaaring alisin ang pagbabawal sa pagpasok ng mga armas nukleyar, o ang buong pagbabawal sa kahit sinong dayuhang sundalo. Magiging dulot nito ang pagbabalik sa salot ng U.S military bases sa ating bayan.<br />
<br />
<b>Term Extensions</b><br />
<br />
Babaguhin rin ang panlabas na itsura ng gobyerno, mula sa tinatawag na sistemang presidensyal papuntang sistemang parlyamentaryo.<br />
<br />
Imbes na ang botante ang naghahahalal sa pinuno ng bansa, ang tanging ihahalal nalang natin ay mga representante sa Parlyamento (na papalit sa parehong Kongreso at Senado), at sila naman ang pipili ng ating pinuno sa porma ng isang Punong Ministro.<br />
<br />
Sa ganitong sistema, wala ng limitasyon sa termino ng pinuno ng Pilipinas. Gaano man siya kabulok at kinamumuhian ng sambayanan, maaari siyang manatili sa pwesto hanggat nakaupo ang mga kapartido niya at iba pang kakampi sa pulitika.<br />
Gagamiting dahilan ang pagbago ng itsura ng gobyerno para pahabain ang termino ni Noynoy Aquino lampas 2016. Sasabihin na kailangan ng ‘transition government’ mula sa sistemang presidensyal tungong sistemang parlyamentaryo.<br />

<b>LABANAN ANG CHACHA NI AQUINO!</b><br />

Ang Charter Change ay isang pakana ng imperyalistang U.S para patindihin ang kanilang pananamantala at pandarambong sa ating ekonomiya at pambansang patrimonya. Sa unang taon palang ni Aquino, todo-todo na ang pagtutulak ng U.S.<br />
<br />
Pero napakalayo sa katotohanan ang magiging epekto nito sa kabuhayan ng karaniwang tao: gagawin tayong skwater sa sariling bayan, todo-todo ang maidudulot na pagmamahal sa presyo ng mga bilihin at serbisyo, dayuhan lamang ang makikinabang sa ating likas yaman, at mababansot ang ating ekonomiya.<br />
<br />
Kasama na rin sa buong pakete ang pagpapabalik ng U.S troops at bases sa Pilipinas, at ang pagpapadali ng pagdeklara ng Batas Militar para masupil ang mga kilusan at mamamayan na lumalaban sa kahirapan dulot ng dayuhang dominasyon.<br />

Bilang pabuya kay Aquino at sa mga iba pang maaasahang papet ng U.S, kasama rin sa ChaCha ang pagpapatagal ng kanilang termino.<br />
<br />
Dapat kumilos ang mga balangay at miyembro ng Anakbayan para ngayon pa lang ay ilantad ang tunay na balak at epekto ng ChaCha, at ihanda ang militanteng paglaban ng sambayanan kontra dito.<br />

2yrs from now the 2016 Presidential election is comming. There are lot of names who are interested to run this must be the most interesting and fun at all.<br />

Binay, Estrada, Roxas, Dutarte, Defensor, Escudero, Trillanes and many more. But the name that most of the filipino waiting is Bongbong Marcos but right now nobody knows what he is planning in 2016 election.<br />

We all know this tree will be the biggest asset to our government. BBM is good for being simple and calm, DUTARTE for being strict and the PUBLIC ANY of ILLEGAL DOINGS and DEFENSOR for being brave.<br />

On the second days, the Rapid Health Assessment teams of DOH arrived, as well as additional soldiers, policemen and BFP personnel from other provinces.<span style="color: red;"><i>"if the RHA teams of DOH arrived early why the yolanda victim never hospitalize, check up nor taking medicine for 2 months. If you are willing to survive you need to ignore the pain. 2nd if the additional soldiers, policemen personnel arrived in just 2 days why looting never prevented? during that time we only experience this situation no law, no rich, no poor and totally equal. You can kill, you can steal, you can do everything freely. And Secretary Greg Domingo of the Department of Trade and Industry became the country’s head purchasing agent. Secretary Dinky Soliman, who proved that she was worthy of being the country’s chief relief worker; and Secretaries Mar Roxas of the Department of Interior and Local Government. And the cash for work program<span style="color: red;"><i>"Cash for work program is to gave job to all victim of yolanda, and to help us to rebuild/reconstruct our houses and for our foods. But we call it here 'PANGBAYAD UTANG'  they use wrong term it should not be cash for work if they`re no cash. You need to wait at least 3-5 months before you received your salary. But the NGO do the same way, they also have a cash for work  program but its different from our government. after you work you will received your cash and it is higher payed than our government, NGO 1 day worth php500 DSWD php260 for 1 day.
