It seems all President Aquino promises didn`t happened. Specially for those words during SONA that all problem that he is facing right now is only a inheritance "Pamana" from the former Administration. One of those problem that he inherits is the flood problem in Entire Luzon which can affects to the LGU economics and also the studies of the student. In just 1 heavy rain is equivalent to class suspension for all levels.<br />
<br />
Because of the floods problem he spend billions of pesos for the flood control projects and that funds is came from the illegal process with 3 letters only "DAP". According to him this billions project will help to control the volume of water that will overflow in the places affected of the heavy rain.<br />
<br />
Now  who will be blame of this tragedy the government, the society or the former administration. Because we all knew that this is our president hobby poiting others to blame if their`s a problem and save himself. I`m looking forward for his another attack to his fellow politician regarding in this flood problem.<br />
<br />
But still the Luzon is lucky this day compare during Ondoy because ondoy traverse at the center of Luzon while Mario is traverse at the edge of Luzon. Unfortunately Mario still gave a hard time to our fellow pilipino`s but the worst thing will happened in this calamity is not only the flood, losing your house or love ones but also the profiteer is also the major problem.<br />

In her press conference yesterday my blood pressure is really high i thought it was my last day in my life. So kung Work Financial Plan palang yan ibig sabihin di pa na implement kasi "PLAN" palang tapos sasabihin niya na 90% ng mga donasyon naibigay na. Panu ka makaka implement kung nag pla-plano ka palang.<br />

Meron din ako naalala na ang WFP o World Food Program ay bumili sa DSWD ng mga relief goods para ipamigay sa mga biktima noong Nov. 9,2013 at iyon ang mga preposition relief goods para sa mga biktima ng bagyo at worth millions of dollar;"ayon sa WFP Philippines.<br />

Kung meron man natanggap ang mga biktima tiyak di umabot ng 50% ang naibigay ng DSWD kasi bininta na nila ang Relief Goods sa WFP"World Food Program" at saan niya naman nakuha ang 90% na yan bakit wala siya statistics na maipakita kung anu-anu yung pinagamitan ng 90% na iyan.<br />

Meron din siya nabangit na Cash for work para sa pag linis ng irrigation canal pero ito ay pawang kasinungalingan o kathang isip lang. Panu kaba mag lilinis ng irrigation canal kung ang mismo mga magsasaka ang nag lilinis nito kung saan hindi DSWD ang nagpapasahod sa kanila.<br />

Pati ung Family Assistance Access Card o Green Card meron din issue ayon sakin nakalap na information na kung dati per family ang mabibigyan ng mga tulong galing sa DSWD or National Government ngayon magiging per household nalang. Panu po naging Family Assistance Access Card iyan kung per household ang basihan dahil alam naman natin na ugali ng mga pilipino na sa isang bahay more than families minsan ang nakatira.<br />

Ito hamon ko kay Sec. Dinky Soliman since sabi mo na mabilis ang tulong ng DSWD bakit po ba di ka pumanta sa Leyte bisitahin mo at sabihin mo sa harap nila mismo ang mga pinagsasabi mo sa Media.<br />

Mukang hindi lang ang pangulo ang gusto ng term extension pati mga Brgy. Official ay may pag-asa nadin ng term extension. Ang term extension na ito ay mada-dagdagan ng tatlong taon kada termino instead of 3yrs magiging 6yrs na.<br />

At ayon sa pumasa ng bill na ito para daw makatipid ang pamahalaan kaya naisipan nila na isama na pati ang mga Brgy. Official; pero ang tanong dito talaga ba makakabuti ito pamahalaan o hindi dahil alam naman natin na nag uumpisa ang corruption sa Brgy.<br />

Baka ang term extension na ito ang maging dahilan ng patayan sa magkalaban partido at dito nag uumpisa ang Political Dynasty. At nahahati ang mga reaksyon ng sambayan pilipino ukol sa isyong ito meron pabor at meron naman hindi. Pero kahit naman ilang term extension pa yan hindi yan mananalo kung hindi i-binoboto ng mga botante.<br />

At kung sakaling matuloy at pumasa itong Term Extension para sa mga Brgy. Official baka maging mainit ang susunod na election dahil sa tagal ng pag kakaupo sa pwesto mas malaki ang kick back na kanilang makukuha with less expenses baka maka save pa ng 50% ang mga corrupt Brgy. Official.</div>

Our rape cases is rapidly increasing but what our law enforcement doing? I guest the Death Penalty should be back now. This is the result of negligence of our government if they are doing their job right and with pride i guess this won`t happened for at least 70%.<br />

 Base on my data most of the rape cases 80% of the victim is get killed  and 70% is bellow 14-0yo. But how can they do such a terrible thing are they not afraid of god?. What they are doing is not a human behavior  and i`m pretty sure that the drugs is also involved in this crime they can`t do a such thing without the power of Drugs.<br />

This is the chance for DILG Sec. Mar Roxas to Boost up his reputation if he wanted to become the president of the Philippines he should eliminate this kind of crime for at least 50%. But the drugs syndicate should be his priority because all of this the involvement of drugs is 50%. Capture Drug lord, Drug Dealer and Drug Supplier as much as he can.<br />

Their are two types of cases that possible to file if you are a corrupt government official first is Plunder second is Malversation of public funds. Now lets define the meaning of those two cases.<br />

<b>Plunder</b> <i>(Non-bailable)</i> - The most discussed law these days is Republic Act 7080 otherwise known as the law on plunder.  Seen as a deterrent to prevent public officials from stealing money from the government, the plunder law was passed in 1991 with  the most significant signatory being one Senator Joseph Estrada. In this edition of the Law Professor, we shall now examine the intricacies of the Plunder Law.<br />
<br />
What is plunder and how is it committed?  According to Section 2 of RA 7080, plunder is committed when a public officer who, by himself or in connivance with members of his family, relatives by affinity or consanguinity, business associates, subordinates or other persons, amasses, accumulates or acquires ill-gotten wealth through a combination or series of overt or criminal acts as described in Section 1 (d) of RA 7080 in the aggregate amount or total value of at least Fifty million pesos (P50,000,000.00). In addition, any person who participated with the said public officer in the  commission of plunder shall likewise be punished.<br />

<b>Marversation of public funds</b> <i>(bailable) </i>- Final point on the crime of malversation: Although the crime of intentional malversation includes malversation committed through negligence, or {rather than neglect of duties}, the crime of technical malversation is not necessarily included in the crime of simple malversation. So if a public officer was charged for simple malversation under Article 217 of the Code, but during the trial, the evidence shows that the missing fund or property was applied to public use, and the crime therefore would be technical malversation, the trial court should then suspend the proceedings, and require the prosecutor to file the proper information for technical malversation. Otherwise, if the trial court will proceed and then render judgment against the accused for technical malversation, the judgment is null and void. The constitutional right of the accused to be informed of the nature and cause of the accusation against him will be violated. This is so because the evidence required for conviction in simple malversation is materially different from the evidence required in technical malversation.<br />

3 impeachment for PNOY Insufficient in Substance

The result of the 3 impeachment is not UNEXPECTED because we all knew that all of those impeachment is impossible to MOVE FORWARD. The majority of the congress is a member of the Liberal Party and the author of the impeachment they just wasting their time and effort; Hindi manlang sila nakakuha ng 30% vote sa congress 54-4 pero mas ok na to kaysa sa result ng DAP na 13-0. Pero para sakin ayaw ko na kay PNOY pero mahigit isang taon nalang bakit d nalang natin patapusin kasi malaki pera lang ang masasayang sa mga session na yan. At maari pang pagkaperahan ng mga MUKANG pera na mga politiko ang impeachment na tulad sa impeach kai SJ Corona. Dalawa sa tatlong reklamo ay isinampa dahil sa paglabag umano ni Aquino sa Saligang Batas at pagtataksil sa tiwala ng publiko dahil sa usapin ng Disbursement Acceleration Program DAP. Idineklara ng Korte Suprema na iligal ang ilang bahagi ng DAP. <span style="background-color: white; font-family: Arial, Tahoma; font-size: 14px; line-height: 21px;"> </span><br />

Samantala, ang ikatlong reklamo ay tungkol sa paglagda ni Aquino sa kasunduan sa Amerika na Enhanced Defense Cooperation Agreement EDCA o Enhanced Defense Cooperation Agreement. Para sakin ang EDCA ay may Disadvantages at Advantages sa bansa at malaki din ang maitutulong satin sa EDCA na to dahil right now di pa natin kaya Bantayan ang sarili natin bayan dahil sa Corruption.<br />

He is not a Criminal he serves our country sincere no doubt of it. Now 
my point of view is why the CHR accused Gen. Palparan numerous Human 
Rights Violation?. This is war, war means death and survived. He accused murder of Eden Marcellana and Eddie Gumanoy and the Disappearance of Sherlyn Cadapan and Karen Empen and they are a member of the Communist Party of the Philippines.
 Ok let say that there`is no one above the Law but what about to the 
member of NPA? that they killed innocent people not just once, not twice 
but multiple times. Is that justifiable? where is the justice to Gen. 
Palparan?. For me i will never call him a CRIMINAL but instead i call 
him a HERO he maintain the peace and order in our country,  he pursued

As a lot of people already know, Cong. Palparan started his service for his fellowmen not as a politician but as a soldier. It was where he started to save and touch people’s lives. Both outside and inside the ranks, his desire to help was evident. In the service, he would accomplish tasks in the least possible time and revolutionalize policies. Outside the 
service, he would start or join projects to help his fellow soldiers and
 the citizens in his area of responsibility. He built a name for himself
 during his military service and later used it in politics to further 
pursue his realized goal – to lend his courage to the National Security 
efforts. <br />
<br />
When 2nd Lieutenant Palparan started his military career, he was 
assigned in almost all the hot zones in his time. To name a few, he was 
Platoon leader of Delta Company, 24th Infantry Battalion, and led the 
assault on a rebel stronghold in Mt Sinumaan, Patikul, Sulu, resulting 
in 21 enemies killed and the capture and clearing of said stronghold. He
 was also Commander of Task Force Musang when he went up against the 
Bangsa Moro Army (BMA) of the Moro National Liberation Front (MNLF). He 
was able to force the surrender of Top BMA Commander Hakim Sali aka 
“Commander Snake” (responsible for the massacre of Brigadier General 
Teodolfo Bautista and 33 soldiers). This led to the surrender of more 
than a hundred rebels, which led to the total clearing of the whole Sulu
 island and eventual peace in the area in the early 1980’s.<br />
<br />
But that was in battle. In the office, as Assistant Chief of 
Operation Branch in the Army, he revolutionalized the Army doctrine by 
making a study on the Special Operations Team (SOT) concept, a community
 based counter-insurgency operation, and bringing it to the attention of
 the top brass until it was finally made as the main weapon of the whole
 AFP Counter Insurgency campaign. He also organized and set up the Army 
Operation Center (AOC), which was later designated as the alternate 
National Operation Center by the President of the Republic of the 
Philippines.<br />
By the way, during the “Black Saturday Siege” of the Phil. Army 
Headquarters in Fort Bonifacio back in April 1987, he also led a handful
 of Scout Ranger students in neutralizing 50 or so soldiers who rebelled
 against the government. It was this crucial moment when no one else, 
not even high-ranking Colonels and senior officers were taking action. 
So what then Major Palparan did was he took up his arms and assembled 
trainee-Rangers and successfully defeated the uprising. His most 
effective tactic was his ability to talk hostilities down while being 
very decisive in the use of appropriate force when gravely necessary.<br />
<br />
During the height of terrorism in the National Capital Region in 
1987, simultaneous with his counter coup d’ etat missions in that time, 
Major Palparan deployed troops in strategic locations to neutralize 
rebel movements. It was noted that the killings of 
police/military/government officials in the NCR have stopped. Rallies 
and labor unrest have slowed down. He monitored rebel movements so that 
Coup attempts have also ceased for the whole year of 1988 and until 
December 1989.<br />
Then Lieutenant Colonel Palparan also led the clearing of the 
provinces of Bataan, Pampanga, Tarlac, Pangasinan, Zambales, Mountain 
Province and Ifugao from the influence of Communist Insurgents. There, 
he recovered countless High-powered weapons and captured several rebels,
 along with their hearts and minds. He was well-known by his enemies 
because he always helped those he captured to get back to a productive 
life.<br />
<br />
Now, we go to his achievements in the international scene.
Many do not know this but during the great movement of nations to 
aide East Timor, Colonel Palparan was the commander of the Philippine 
Contingent. There, the Philippines was recognized globally because of 
the significant help that our force contributed, both to foster 
productive relationships with the locals and in keeping the security of 
the nation.<br />
Did you know that he was made commander of the Philippine Contingent 
twice – but in Iraq this time? It was him who headed the Philippine 
forces that rescued the 11 Filipino truck drivers that got caught in a 
skirmish against Al-Qaida terrorists. One of whom was Angelo Dela Cruz. 
The other 10 got rescued but a confused Angelo was snagged by the 
terrorists. Brigadier General Palparan never stopped there and headed 
negotiations that resulted to the release of Angelo.<br />
In Samar and Leyte – Region 8 in general, Central Luzon and Mindoro, 
his achievements cannot be contained in this narrative unless you’re 
willing to spend the whole day here. But it is safe to say that the 
rebels who surrendered to him began to increase exponentially. And 
contrary to the ridiculously popular belief, those rebels surrendered to
 him not because they were scared of him but specifically because he 
proved to be a true friend…as long as the surrenderee would permanently 
denounce his/her violent ways, of course.<br />
<br />
An example happens to be an NPA couple: During a raiding operation in
 Laguna, several NPA fighters were captured on-site, including one 
“Ka-Jojo”, who happens to be the husband of a certain “Ka-Michelle”. It 
wasn’t long ‘til Ka-Michelle learned from her brothers-in-arms that her 
husband was tortured and killed by that granddaddy of all butchers, Gen.
 Palparan. After about 2 months, Michelle saw two men riding a 
motorcycle downhill, laughing. One looked like her husband but only a 
little bigger and fatter. She soon learned that it was because of the 
“Butcher”, General Palparan, that her husband was now living a stable 
life away from violence. She was pregnant and decided to slowly slip out
 of her rebel camp. Soon after, General Palparan arranged for Michelle 
to be admitted in Fort Bonifacio General Hospital for the delivery of 
the couple’s baby. They are now happily living in Manila with their 9 
y/o daughter.<br />
<br />
So you see, if you were one of the communists, you’d definitely hate 
Cong. Palparan’s guts. For one, his track record has always been against
 terrorists and thus, against Communist rebels. But more importantly, 
Communists would hate him because his tactics get right down to 
business. But he also allows some lenience so that those who would 
denounce violence still had a second chance to start a better life. The 
NPA’s, along with their masquerading groups like Bayan Muna, Gabriella, 
Anak-pawis and other activists are not really being defeated by the 
ambushes and raids in the jungles, but by the more peaceful alternatives
 offered to them by Cong. Palparan even up to this day.<br />

The capital crimes after regaining full sovereignty in July 1946 were murder, <a href="http://en.wikipedia.org/wiki/Rape">rape</a> and treason. However, no executions took place until April 1950, when <a href="http://en.wikipedia.org/w/index.php?title=Julio_Gullien&action=edit&redlink=1">Julio Gullien</a>, executed for attempting to assassinate President <a href="http://en.wikipedia.org/wiki/Manuel_Roxas">Manuel Roxas</a>;. Other notable cases includes <a href="http://en.wikipedia.org/w/index.php?title=Marcial_Ama&action=edit&redlink=1">Marciál "Baby" Ama</a>, electrocuted at the age of 16 on October 4, 1961 for murders committed while in prison for lesser charges. Ama notably became the subject of the popular 1976 film, <a href="http://en.wikipedia.org/wiki/Bitayin_si..._Baby_Ama!">Bitayin si... Baby Ama!</a> (Execute Baby Ama!).<br />

In total, 51 people were electrocuted up to 1961. Execution numbers climbed under President <a href="http://en.wikipedia.org/wiki/Ferdinand_Marcos">Ferdinand Marcos</a>, who was ironically himself sentenced to death in 1939 for murder of <a href="http://en.wikipedia.org/wiki/Julio_Nalundasan">Julio Nalundasan</a>—the political rival of his father, <a href="http://en.wikipedia.org/wiki/Mariano_Marcos">Mariano</a>; the young Ferdinand was acquitted on appeal. A well-publicised triple execution took place in May 1972, when Jaime José, Basilio Pineda, and Edgardo Aquino were electrocuted for the 1967 abduction and <a href="http://en.wikipedia.org/wiki/Gang-rape">gang-rape</a> of the young actress <a href="http://en.wikipedia.org/wiki/Maggie_dela_Riva">Maggie dela Riva</a>. Under the Marcos regime, <a href="http://en.wikipedia.org/wiki/Drug_trafficking">drug trafficking</a> also became punishable with death by firing squad, such as the case with Lim Seng, whose execution in December 1972 was also ordered broadcast on national television. Future President and then Chief of the <a href="http://en.wikipedia.org/wiki/Philippine_Constabulary">Philippine Constabulary</a>, General <a href="http://en.wikipedia.org/wiki/Fidel_V._Ramos">Fidel V. Ramos</a>, was present at the execution.<br />
<br />
The electric chair was used until 1976, when execution by firing squad eventually replaced it as the sole method of execution. Under Marcos' 20-year authoritarian rule, however, <a href="http://en.wikipedia.org/wiki/Desaparecidos">countless more people</a> were summarily executed, tortured, or simply disappeared for opposition to his rule.<br />
<br />
After Marcos <a href="http://en.wikipedia.org/wiki/People_Power_Revolution">was deposed</a> in 1986, the newly-drafted <a href="http://en.wikipedia.org/wiki/1987_Constitution">1987 Constitution</a> limited the application of the death penalty to only a few crimes. This meant that it was abolished in practice, making the Philippines the first Asian country to do so.</div>
