McArthur nung world war II ang Public Library ng Palo at ayon sa may-ari itinayo iyan wala pang Highways, Sasakyan tulad ng mga motorcycle, Jeepney at etc. gagawin nila ang lahat ng Legal Action para hindi masira ang bahay na inalagaan for century ng kanilang mga Ancestor.</div>

One of those problem that he inherits is the flood problem in Entire Luzon which can affects to the LGU economics and also the studies of the student. In just 1 heavy rain is equivalent to class suspension for all levels.<br />

Because of the floods problem he spend billions of pesos for the flood control projects and that funds is came from the illegal process with 3 letters only "DAP". According to him this billions project will help to control the volume of water that will overflow in the places affected of the heavy rain.<br />

Now  who will be blame of this tragedy the government, the society or the former administration. Because we all knew that this is our president hobby poiting others to blame if their`s a problem and save himself. I`m looking forward for his another attack to his fellow politician regarding in this flood problem.<br />

But still the Luzon is lucky this day compare during Ondoy because ondoy traverse at the center of Luzon while Mario is traverse at the edge of Luzon. VP Binay 2016 tandem is Pangilinan?

I really don`t know what VP Binay planning in 2016 election. Parang nkakalito na to hindi ko maintindihan ang daming mga speculation sa kanyang running mate for 2016 elections. Naging balita din na tatakbo siya bilang pangulo sa LP tapos naman sinabi niya na di siya lilipat ng partido at si Sen. Jinggoy ang kanyang magiging running mate sa 2016. Pero kamakailan lang sinabi naman ni VP Binay na si Business Tycoon Pangilinan naman ang gagawin niyang running mate.<br />

Parang nahahalata ko na si VP Binay dati kampanti lang siya ni halos di sinasagot ang mga tanong about sa 2016 election pero ngayon marami na lumabas na mga balita. Dahil ba ito sa ini-imbistigahan ng senado sa kanyang overprice na Parking Building sa Makati City. Alam naman natin na malaki ang effects ng issue ito sa kanyang candidacy for president in 2016.<br />

Kung sakaling mangyari to mukang matatawag ko si VP Binay na "Liar" dahil kanya trinahidor si Mayor Erap na alam natin malaki ang naitulong sa kanya noong nakaraan election. Kung wala si Mayor Erap baka natalo siya kay DILG Mar Roxas na kung saan pumangalawa sa kanya at hindi masyadong malaki ang agwat ng nakuhang buto. Dahil alam naman natin na dati pa nila ipinahayag na Binay-Estrada sa 2016 at ngayon biglang nagbago.<br />

Anu kaya ang purposed ni VP Binay bakit pabago bago ang kanyang desisyon niya. It`s been 10 months already after super typhoon yolanda(haiyan) landfall in leyte pero ang donation para sa mga biktima ay hindi pa maramdaman. Nung una nag request ng P40,000 ang People Surge para sa Financial Assistance sa mga yolanda victim pero hindi pumayag ang National Govenment at tinawag pa ang mga member ng People Surge na bayaran ng mga Romauldez. Tapos tinawag pa ng isang komedyante ang mga Waray-waray na mga mahihirap. Siguro naman walang masama ang pag hingi ng cash assistance ang mga yolanda victim dahil di naman nila hinihingi yun kung ang pera ay hindi para sa kanila.<br />
<br />
At muka`ng ayaw tumulong ng pamahalan kasi isa na diyan ang OCD(Office of Civil Defense) isa sa mga requirement para ka mabigyan ng cash assistance worth P5,000 para sa mga nasugatan ay ang medical certificate na magpapatunay na malala ang sugat mo at kailangan mo manatili sa hospital ng tatlo araw o higit pa. Ang point ko po dito san kaba kukuha ng medical certificate? panu kung sa barko ka ng Chinese red cross ginamot pupunta kapa ba sa china para lang kumuha ng medical certificate mo?, panu naman kung sa mga Banyaga ka nag pagamot at wala na sila dito sa pilipinas hahanapin mo rin ba kung nasaan sila ngayon?. Ang tulong kaya para sa Tacloban City kailan kaya ma ibibigay dahil alam naman natin na medyo Choosy ang pangulo at baka isisi pa kay GMA ang mga ito. Ang halaga na to ay galing sa mga donasyon mula sa international community at mga kapwa natin pilipino. Marami din nasayang mga donasyon na pagkain ayun din sa COA report. Isa na diyan ang linibing na mga relief goods sa Palo Leyte at mga nabubulok na bigas, noodles, can goods sa BRGY. Cacao ng Palo Leyte. Bakit di nila maibigay ang mga yan bakit pati mga biktima ng bagyo nadadamay sa away politiko? di naman ho ang kalaban nila sa politika ang na-aapektohan kungdi ang mga constituent nito.<br />

Para bilang ganti wag niyo iboto ang mga SAKIM at walang ibang inisip kungdi ang sarili nila. Kasi walang ibang sisihin dito kungdi ang mga TAONG BAYAN kung hindi tayo nag papadala sa UTANG NA LOOB di sana natin mararanasan ang ganitong buhay. Another slay rape victim in our contry

Our rape cases is rapidly increasing but what our law enforcement doing? I guest the Death Penalty should be back now. This is the result of negligence of our government if they are doing their job right and with pride i guess this won`t happened for at least 70%.<br />

 Base on my data most of the rape cases 80% of the victim is get killed  and 70% is bellow 14-0yo. But how can they do such a terrible thing are they not afraid of god?. What they are doing is not a human behavior  and i`m pretty sure that the drugs is also involved in this crime they can`t do a such thing without the power of Drugs.<br />

This is the chance for DILG Sec. Mar Roxas to Boost up his reputation if he wanted to become the president of the Philippines he should eliminate this kind of crime for at least 50%. But the drugs syndicate should be his priority because all of this the involvement of drugs is 50%. Capture Drug lord, Drug Dealer and Drug Supplier as much as he can.<br />

Data from the Philippine National Police's Directorate for Investigation and Detective Management (DIDM) branch showed a 26 percent increase in child rape victims from 2012 to 2013.

There were 3,355 children raped in 2012 while 4,234 children were raped in 2013, according to a Tuesday report on GMA' 7s “24 Oras” program.

<b>1946 to 1986</b></div>

The capital crimes after regaining full sovereignty in July 1946 were murder, <a href="http://en.wikipedia.org/wiki/Rape">rape</a> and treason. However, no executions took place until April 1950, when <a href="http://en.wikipedia.org/w/index.php?title=Julio_Gullien&action=edit&redlink=1">Julio Gullien</a>, executed for attempting to assassinate President <a href="http://en.wikipedia.org/wiki/Manuel_Roxas">Manuel Roxas</a>;. Other notable cases includes <a href="http://en.wikipedia.org/w/index.php?title=Marcial_Ama&action=edit&redlink=1">Marciál "Baby" Ama</a>, electrocuted at the age of 16 on October 4, 1961 for murders committed while in prison for lesser charges. Ama notably became the subject of the popular 1976 film, <a href="http://en.wikipedia.org/wiki/Bitayin_si..._Baby_Ama!">Bitayin si... Baby Ama!</a> (Execute Baby Ama!).<br />

Another famous case was of former powerful Governor of <a href="http://en.wikipedia.org/wiki/Negros_Occidental">Negros Occidental</a> <a href="http://en.wikipedia.org/w/index.php?title=Rafael_Lacson&action=edit&redlink=1">Rafael Lacson</a> and 22 of his allies, condemned to die in August 1954 for the murder of a political opponent. Ultimately, Lacson was never executed.<br />

In total, 51 people were electrocuted up to 1961. Execution numbers climbed under President <a href="http://en.wikipedia.org/wiki/Ferdinand_Marcos">Ferdinand Marcos</a>, who was ironically himself sentenced to death in 1939 for murder of <a href="http://en.wikipedia.org/wiki/Julio_Nalundasan">Julio Nalundasan</a>—the political rival of his father, <a href="http://en.wikipedia.org/wiki/Mariano_Marcos">Mariano</a>; the young Ferdinand was acquitted on appeal. A well-publicised triple execution took place in May 1972, when Jaime José, Basilio Pineda, and Edgardo Aquino were electrocuted for the 1967 abduction and <a href="http://en.wikipedia.org/wiki/Gang-rape">gang-rape</a> of the young actress <a href="http://en.wikipedia.org/wiki/Maggie_dela_Riva">Maggie dela Riva</a>. The executions were ordered broadcast on national television.<br />
<br />
Under the Marcos regime, <a href="http://en.wikipedia.org/wiki/Drug_trafficking">drug trafficking</a> also became punishable with death by firing squad, such as the case with Lim Seng, whose execution in December 1972 was also ordered broadcast on national television. Future President and then Chief of the <a href="http://en.wikipedia.org/wiki/Philippine_Constabulary">Philippine Constabulary</a>, General <a href="http://en.wikipedia.org/wiki/Fidel_V._Ramos">Fidel V. Ramos</a>, was present at the execution.<br />
<br />
The electric chair was used until 1976, when execution by firing squad eventually replaced it as the sole method of execution. Under Marcos' 20-year authoritarian rule, however, <a href="http://en.wikipedia.org/wiki/Desaparecidos">countless more people</a> were summarily executed, tortured, or simply disappeared for opposition to his rule.<br />
<br />
After Marcos <a href="http://en.wikipedia.org/wiki/People_Power_Revolution">was deposed</a> in 1986, the newly-drafted <a href="http://en.wikipedia.org/wiki/1987_Constitution">1987 Constitution</a> limited the application of the death penalty to only a few crimes. This meant that it was abolished in practice, making the Philippines the first Asian country to do so.</div>
