People Initiative

This is my own idea and understanding, through listening in the news and searching in the internet not official.

What is People Initiative? - is one of the modes provided by the 1987 Constitution of the Philippines for constitutional amendment. The other two modes are via a Constituent Assembly (or "Con-Ass") and a Constitutional Convention (or "Con-Con"), both of which also allow revisions. People's Initiative (PI) can also refer to the act allowed by the right of the Filipino people to directly initiate statutes as well as call for referenda on both the national and local government level.

Under Article XVII, Sec.2 of the Constitution,

“Amendments to this Constitution may likewise be directly proposed by the people through initiative upon a petition of at least twelve per centum of the total number of registered voters, of which every legislative district must be represented by at least three per centum of the registered votes therein. No amendment under this section shall be authorized within five years following the ratification of this Constitution nor oftener than once every five years thereafter.

“The Congress shall provide for the implementation of the exercise of this right.”

The process of amending the 1987 constitution of the Philippines is popularly known to many Filipinos as Charter Change. Any proposed amendment or revision to the 1987 Constitution shall only be valid when ratified by the majority of Filipinos in a plebiscite.

An enabling law for the Article XVII, Section 2 Philippine Constitutional provision, called the Initiative and Referendum Act (authored in 1987 by senators Raul Roco and Neptali Gonzales), was passed by the Eighth Congress of the Philippines in 1989. The law provides for the implementation of the exercise of the people's right to initiate a petition to amend the Constitution, with the Election Registrar of the Commission on Elections tasked under this law with the verification of the petition signatures' being by at least twelve per centum of the total number of registered voters in the state.

In short, it is the power of the people to propose amendments to the Constitution, or to propose and enact legislation's through an election called for the purpose

Will you sign this P.I(People Initiative)? - Yes!, i will sign the People Initiative. This is the best way to avoid corruption and to prevent the lump sum founds. For example they cannot release a budget without a proposed project not just like this day.. One of those is the Budget in Bataan which is they already have a estimated costs without a proposed project.

How the People Initiative will pass? - It needs 6 million signature of registered voters every district must have at least 3%. And after they reach 6 millions signature they will forward it to the comelic for signature verification.

Requirements:
-There must be a written petition
-The petition must have at least 12% of the total number of registered voters as signatories
-Of the 12% total registered voters, at least every district must be represented by 3% of the registered voters therein

If you are really supporting the P.I (People Initiative) you should put your signature the same in your voter registration. If your signature didn`t match your vote will be invalid.
