He is not a Criminal he serves our country sincere no doubt of it. Now my point of view is why the CHR accused Gen. Palparan numerous Human Rights Violation?. This is war, war means death and survived. He accused murder of Eden Marcellana and Eddie Gumanoy and the Disappearance of Sherlyn Cadapan and Karen Empen and they are a member of the Communist Party of the Philippines. Ok let say that there`is no one above the Law but what about to the member of NPA? that they killed innocent people not just once, not twice but multiple times. Is that justifiable? where is the justice to Gen. Palparan?. For me i will never call him a CRIMINAL but instead i call him a HERO he maintain the peace and order in our country,  he pursued and eliminate the rebels that who destroy our democracy. He protect the Civilian, weak, Citizen of the Philippines from the harm of the bad elements.

Jovito SalvaƱa Palparan, Jr. (born September 11, 1950) is a Filipino retired Army general,and anti-communist. From July 2003 to July 2004, he was the commander of the Philippine Humanitarian Contingent in the Iraq War. He also served as a Congressman representing the Bantay party-list group in the 14th Congress of the Philippines.

Palparan was assigned in Mindoro and Romblon from May 2001 to April 2003 as commander of the 204th Brigade.

From February to August 2005, Palparan was the Commanding General of the 8th Infantry (Storm Troopers) Division in Eastern Visayas. He has been credited with reducing the rebel presence in Samar by 80 percent, and claims he could have eliminated the rebel presence completely had he been given an extension of duty. From September 2005 until his retirement in September 2006, Palparan was the Commanding General of the 7th Infantry (Kaugnay) Division in Central Luzon.

In the 2006 State of the Nation Address, President Gloria Macapagal-Arroyo acknowledged Palparan's successes in offenses against members of the New People's Army.

As a lot of people already know, Cong. Palparan started his service for his fellowmen not as a politician but as a soldier. It was where he started to save and touch people’s lives. Both outside and inside the ranks, his desire to help was evident. In the service, he would accomplish tasks in the least possible time and revolutionalize policies. Outside the service, he would start or join projects to help his fellow soldiers and the citizens in his area of responsibility. He built a name for himself during his military service and later used it in politics to further pursue his realized goal – to lend his courage to the National Security efforts.

When 2nd Lieutenant Palparan started his military career, he was assigned in almost all the hot zones in his time. To name a few, he was Platoon leader of Delta Company, 24th Infantry Battalion, and led the assault on a rebel stronghold in Mt Sinumaan, Patikul, Sulu, resulting in 21 enemies killed and the capture and clearing of said stronghold. He was also Commander of Task Force Musang when he went up against the Bangsa Moro Army (BMA) of the Moro National Liberation Front (MNLF). He was able to force the surrender of Top BMA Commander Hakim Sali aka “Commander Snake” (responsible for the massacre of Brigadier General Teodolfo Bautista and 33 soldiers). This led to the surrender of more than a hundred rebels, which led to the total clearing of the whole Sulu island and eventual peace in the area in the early 1980’s.

But that was in battle. In the office, as Assistant Chief of Operation Branch in the Army, he revolutionalized the Army doctrine by making a study on the Special Operations Team (SOT) concept, a community based counter-insurgency operation, and bringing it to the attention of the top brass until it was finally made as the main weapon of the whole AFP Counter Insurgency campaign. He also organized and set up the Army Operation Center (AOC), which was later designated as the alternate National Operation Center by the President of the Republic of the Philippines.
By the way, during the “Black Saturday Siege” of the Phil. Army Headquarters in Fort Bonifacio back in April 1987, he also led a handful of Scout Ranger students in neutralizing 50 or so soldiers who rebelled against the government. It was this crucial moment when no one else, not even high-ranking Colonels and senior officers were taking action. So what then Major Palparan did was he took up his arms and assembled trainee-Rangers and successfully defeated the uprising. His most effective tactic was his ability to talk hostilities down while being very decisive in the use of appropriate force when gravely necessary.

During the height of terrorism in the National Capital Region in 1987, simultaneous with his counter coup d’ etat missions in that time, Major Palparan deployed troops in strategic locations to neutralize rebel movements. It was noted that the killings of police/military/government officials in the NCR have stopped. Rallies and labor unrest have slowed down. He monitored rebel movements so that Coup attempts have also ceased for the whole year of 1988 and until December 1989.
Then Lieutenant Colonel Palparan also led the clearing of the provinces of Bataan, Pampanga, Tarlac, Pangasinan, Zambales, Mountain Province and Ifugao from the influence of Communist Insurgents. There, he recovered countless High-powered weapons and captured several rebels, along with their hearts and minds. He was well-known by his enemies because he always helped those he captured to get back to a productive life.

Now, we go to his achievements in the international scene. Many do not know this but during the great movement of nations to aide East Timor, Colonel Palparan was the commander of the Philippine Contingent. There, the Philippines was recognized globally because of the significant help that our force contributed, both to foster productive relationships with the locals and in keeping the security of the nation.
Did you know that he was made commander of the Philippine Contingent twice – but in Iraq this time? It was him who headed the Philippine forces that rescued the 11 Filipino truck drivers that got caught in a skirmish against Al-Qaida terrorists. One of whom was Angelo Dela Cruz. The other 10 got rescued but a confused Angelo was snagged by the terrorists. Brigadier General Palparan never stopped there and headed negotiations that resulted to the release of Angelo.
In Samar and Leyte – Region 8 in general, Central Luzon and Mindoro, his achievements cannot be contained in this narrative unless you’re willing to spend the whole day here. But it is safe to say that the rebels who surrendered to him began to increase exponentially. And contrary to the ridiculously popular belief, those rebels surrendered to him not because they were scared of him but specifically because he proved to be a true friend…as long as the surrenderee would permanently denounce his/her violent ways, of course.

An example happens to be an NPA couple: During a raiding operation in Laguna, several NPA fighters were captured on-site, including one “Ka-Jojo”, who happens to be the husband of a certain “Ka-Michelle”. It wasn’t long ‘til Ka-Michelle learned from her brothers-in-arms that her husband was tortured and killed by that granddaddy of all butchers, Gen. Palparan. After about 2 months, Michelle saw two men riding a motorcycle downhill, laughing. One looked like her husband but only a little bigger and fatter. She soon learned that it was because of the “Butcher”, General Palparan, that her husband was now living a stable life away from violence. She was pregnant and decided to slowly slip out of her rebel camp. Soon after, General Palparan arranged for Michelle to be admitted in Fort Bonifacio General Hospital for the delivery of the couple’s baby. They are now happily living in Manila with their 9 y/o daughter.

So you see, if you were one of the communists, you’d definitely hate Cong. Palparan’s guts. For one, his track record has always been against terrorists and thus, against Communist rebels. But more importantly, Communists would hate him because his tactics get right down to business. But he also allows some lenience so that those who would denounce violence still had a second chance to start a better life. The NPA’s, along with their masquerading groups like Bayan Muna, Gabriella, Anak-pawis and other activists are not really being defeated by the ambushes and raids in the jungles, but by the more peaceful alternatives offered to them by Cong. Palparan even up to this day.
